Our Team

Jon Stover, Managing Partner

Jon Stover is the founder and Managing Partner of Jon Stover & Associates. Mr. Stover is an expert in neighborhood revitalization and public-private economic development initiatives. He specializes in real estate market analysis; fiscal and economic impact analysis; development feasibility; inter-agency coordination; and economic development strategies. Mr. Stover has secured, planned, and directed projects working for and partnering with hundreds of county agencies, city departments, community groups, non-profit organizations, universities, neighborhood stakeholder organizations, real estate developers and private business owners.

Working with economic development nonprofits is a particular niche for Jon. Much of this work has involved helping Main Streets, BIDs, business associations, and other organizations commence or enhance their operations, understand their neighborhood and constituents, and develop and implement strategies to help local businesses thrive.

In addition to his role as Managing Partner at JS&A, Mr. Stover consults for WTL+a, Retail Development Strategies, and Mosaic Urban Partners. Before forming JS&A, Stover worked as an associate at RCLCO in both the Los Angeles and Washington, DC offices. Mr. Stover has a BS in City Planning from Cornell University, a Masters of City Planning from the School of Design at the University of Pennsylvania, and a Certificate in Real Estate Design and Development from the Wharton School of Business at the University of Pennsylvania.

Leslie Deacon, Project Manager

Leslie Deacon, AICP is a certified professional planner with a focus in economic development, physical planning, and community development. Her experience completing economic development, planning, and design projects for private, nonprofit, and public clients provides Ms. Deacon with a unique perspective of urban realities.

 

At JS&A, Ms. Deacon is working with the National Main Street Center to quantify and communicate the economic impact of over one thousand Main Street Programs. In addition, Leslie conducts real estate analysis and programming recommendations for local Main Street programs in Washington, DC, including a retail revitalization strategy for three commercial corridors in Capital Hill. Additionally, Leslie is currently conducting a feasibility analysis of the opportunity to develop new Business Improvement Districts in specific neighborhoods in Washington, DC. Her scope of work extends nationally as she provides fiscal and economic impact studies for public and private clients in municipalities across the country.

 

Prior to joining JS&A, Ms. Deacon worked in as a physical planner in the Greater Cincinnati, Ohio area. Her professional experience includes site feasibility studies, land use and zoning analysis, master planning, corridor studies, urban redevelopment, community planning, and plan implementation strategies. Ms. Deacon received her Bachelor of Science in Architecture from the University of Cincinnati and her Master of Science in Urban Planning from Columbia University.

Aaron King, Consultant

Aaron King began working with Jon Stover & Associates in 2015 and has successfully completed projects relating to corridor revitalization, market analysis, nonprofit feasibility, and community engagement.  Mr. King combines his background in public policy and community development to directly assist in all aspects of the firm’s work, including project management, market research, community outreach, and business development.

Before joining JS&A, Aaron directed Delaware’s first ever Better Block project, where he collaborated with business owners, residents, and city officials to catalyze a permanent redesign of a key commercial corridor in the City of Wilmington.  He has also worked with West Side Grows Together, a community development corporation in Wilmington, and Union Station Redevelopment Corporation.


A native of Washington, D.C., Aaron has a Bachelor’s in Public Policy from the University of Delaware with a concentration in Urban Policy, Planning, and Historic Preservation.  He has also studied abroad at Chiang Mai University in northern Thailand and the Danish Institute of Study Abroad in Copenhagen, Denmark.
