Economic Impact Assessment of Florida's Indian River Lagoon

JS&A, subcontracting for WTL+a, was retained by Treasure Coast Regional Planning Council of Stuart, FL, to conduct an economic impact analysis of the Indian River Lagoon in five counties along the east coast of Florida. The analysis helped establish the economic value and contribution of the IRL to the economies of the coastal counties in the region.

1000 Lake Ave Development Feasibility and Positioning

The  Lake Worth CRA owns the building located at 1000 Lake Avenue in Lake Worth, Florida, a historic structure built in 1927. The CRA hopes to redevelop the building and secured a variety of potential funding sources to assist in the process. The CRA conducted studies to assess estimated site development and design considerations. JS&A was retained to help inform CRA decision making by conducting an in-depth market analysis, determining an optimal land use arrangement, and estimating anticipated revenues on site.

Kansas City Urban Redevelopment Strategy

JS&A subcontracted for Mosaic Urban Partners on the Kansas City Catalytic Urban Redevelopment Initiative (part of the Urban Neighborhood Initiative), a socio-economic redevelopment initiative in a large, disinvested portion of Kansas City, MO commonly referred to as “east of Troost.” JS&A helped lead (a) a market analysis; (b) a comprehensive implementation strategy; (c) recommendations for the development of a new non-profit entity with sufficient capacity to lead the strategy; and (d) recommendations for developing a patient equity fund to invest in this change and to assist with predevelopment, acquisition and lending.

Analysis to Support the Prince George's County Zoning Rewrite

The Prince George’s County Planning Department, in coordination with Maryland National Capitol Park and Planning Commission, undertook a comprehensive rewrite of the County’s Zoning Ordinance and Subdivision Regulations. JS&A was retained under Mosaic Urban Partners and Clarion Associates to help county leadership in their review of the proposed Zoning Rewrite. JS&A conducted a series of market analyses and reviewed existing economic development incentives and real estate financing tools to help county decision makers create more effective zoning and development policies. Based on findings, JS&A recommended policy adjustments to better align with real estate market realities.

Congress Heights Retail Market Analysis and Support Strategy

Van Ness Real Estate Survey and Parking Assessment

Van Ness Main Street (VNMS) was incorporated in 2015 with the purpose of helping to revitalize the Van Ness commercial corridor. VNMS retained JS&A to (a) collect important real estate and business information to help the nonprofit gain a better understanding of its stakeholders; (b) develop a spreadsheet to store real estate, business, and stakeholder information; and (c) assess stakeholder needs and concerns related to parking in Van Ness, and recommend steps for VNMS to take to make tangible parking improvements.

Cleveland Park Retail Market Analysis & Enhancement Strategy

The District of Columbia Office of the Deputy Mayor for Planning and Economic Development retained JS&A in a competitive bid process to educate the Cleveland Park Business Association (CPBA) about retail market opportunities and work with the neighborhood nonprofit to develop strategies to enhance local business conditions and
help revitalize the neighborhood. JS&A conducted a detailed retail and office market analysis, worked closely with members of the business association, delivered and evaluated surveys to better understand business owner needs and concerns, and developed a retail enhancement strategy in collaboration with CPBA and city staff.

Feasibility Assessment for a Joint Main Street Program at Kennedy St and Upper 14th St

JS&A was retained to assess the feasibility of developing a new DC Main Street program for Upper 14th Street NW and Kennedy Street NW in Ward 4. Funded and overseen by the DC Department of Small and Local Business Development (DSLBD), this study outlines how a DC Main Street program could be implemented to benefit businesses along these two corridors. Based in part on these recommendations, a new program was formed, accredited, and funded by the District of Columbia in 2018.

Tenleytown Retail Market Analysis & Enhancement Strategy

JS&A was retained by the recently-formed Tenleytown Main Street (TMS) to conduct a neighborhood market analysis and business enhancement strategy  to help the new nonprofit and its stakeholders assess the economic conditions along the retail corridor and understand recent and projected trends. Building on the analysis findings, strategies were developed to help enhance the area's retail atmosphere and provide support to local business and commercial property owners.

Fiscal Impact Analysis of the Connected City Master Plan

JS&A supported WTL+a in serving as economic advisors to Metro Development Group on its “Connected City” project in Pasco County, FL. Connected City is a proposed 50-year mixed-use development on a 7,800-acre site in the Tampa, FL metropolitan area. It is distinguished by gigabyte and Smart Grid technology and will include over 37,000 housing units, 5.6 million sf of retail space, 5.3 million sf of office space, and 1.9 million sf of industrial space at completion. JS&A assessed Connected City’s expected fiscal and economic impacts on Pasco County’s General Fund operations over a 50-year buildout, helping the project achieve unanimous approval by the Development Review Committee and Board of County Commissioners.

The Buford Highway Masterplan is part of the Atlanta Regional Commission’s Livable Centers Initiative (LCI) and aims to revitalize and enhance the Buford Highway corridor. As a subconsultant to Mosaic Urban Partners and Canvas Planning Group, JS&A conducted a market analysis detailing neighborhood demographics and real estate conditions and trends to better understand stakeholders needs and assess the opportunities and limitations for real estate development along the Buford Highway Corridor.

2016 H Street Festival City & Neighborhood Impact Analysis

H Street Main Street (HSMS) retained JS&A to assess the fiscal and economic impact of the H Street Festival, hosted by HSMS on September 17, 2016. The annual event is part of a revitalization strategy that brings attention to the developing arts and entertainment district spanning 10 blocks of H Street NE. This year's festival featured more than 500 artists and performances on 14 stages plus an array of local, regional and international cuisine, shopping, arts exhibits, and educational events. The study details some of the primary ways that the festival impacts neighborhood businesses and city fiscal revenues.

Economic Impact of Ridership  on the H Street Streetcar Line

H Street Main Street (HSMS) retained JS&A to assess the economic impact of the The H/Benning Streetcar line on the corridor it serves. JS&A surveyed streetcar riders and representatives from corridor businesses, and leveraged ridership statistics from the District Department of Transportation. It is estimated that Streetcar operations resulted in approximately $660,600 in additional revenue for businesses located on the corridor over the course of the year. Most of this spending occurs at restaurants, followed by grocery stores and convenience shops.

Quarry Redevelopment Fiscal and Economic Impact Analysis

Retail & Development Strategies (RDS) was retained by P Park Development LLC and brought on JS&A as a subconsultant to estimate the projected fiscal and economic impact of a proposed quarry redevelopment in Prospect Park, New Jersey. At its completion, the Quarea, development project will include over 1,200 residential units, 100,000 square feet of retail space, and a variety of municipal buildings and community amenities.

H Street Neighborhood Real Estate Development Update

H Street Main Street (HSMS) hired JS&A to provide information and analysis on both current and proposed development projects within the study context. JS&A identified and described these projects along with new business openings and other investments within and immediately surrounding the neighborhood. JS&A also assessed the implications and expected impact of this new investment on the H Street area neighborhood.

Economic Impact Assessment of Hershey Company Entities
​​

JS&A estimated the impact multiple Hershey entities have on the local and regional economy: (1) The Milton S. Hershey Foundation; (2) The Milton S. Hershey Trust and the Milton Hershey; and (3) Hershey Entertainment and Resorts (HE&R). The three entities combined to generate nearly 16,441 jobs, $523.4 million in labor income, and $1.4 billion in sales in the greater Hershey region during the average year between 2005 and 2015.

Country-Wide Main Street Program Mapping and Economic Analysis

JS&A completed a multi-phase assignment for the National Main Street Center (NMSC), helping them to (a) standardize and streamline the Reinvestment Statistics annual gathering process, (b) identify new metrics to better understand and communicate Main Street’s economic impacts, (c) and develop a process for tracking and evaluating the economic impact of Main Street programs across the country. JS&A mapped over 900 Main Street programs throughout the United States using GIS and created a comprehensive database of shapefiles for NMSC to leverage for future mapping and data collection purposes. These shapefiles were used collect and analyze economic data for each local program. NMSC was trained how to conduct this process in-house for future years.

1000 Lake Financial Analysis  and Development Scenarios

The  Lake Worth CRA owns and hopes to redevelop a historic building located at 1000 Lake Avenue in Lake Worth, Florida. JS&A, in partnership with Strada Group, completed a detailed financial analysis including a pro forma analysis of potential deal structures and corresponding project costs, equity and debt sources, tax credit feasibility, revenue streams, and more. The team evaluated a variety of public-private funding structures and funding sources that includes Historic Tax Credits, New Markets Tax Credits, and Low Income Housing Tax Credits.

National Main Street Center Data Enhancement

JS&A was retained by NMSC to build off previous work conducted by JS&A. Tasks included revising the NMSC's reinvestment statistics questionnaire; reviewing boundary maps with local Main Streets and coordinating programs; re-pulling data for revised and newly-mapped programs; and creating standardized templates for NMSC to provide boundary maps and summary sheets to Main Streets.

Main Street Program Statewide Fiscal Impact Analysis
​​

NMSC commissioned JS&A to evaluate the relationship between public funding for Main Street programs and the incremental state or local tax revenue attributable to these programs. An analysis of government spending on Main Street programs in the city of Boston and the states of Washington, Oklahoma, and Pennsylvania showed a significant positive fiscal return on investment. Each entity collects more tax revenue as a result of the economic impact of their Main Street programs than the amount of money spent on these programs.

Reunion Square Market Analysis, Community Benefits Assessment, and Tax Revenue Analysis

Four Points LLC retained JS&A to assess the expected impact that the Reunion Square redevelopment will have on the Anacostia neighborhood and the District of Columbia as a whole. This study included three tasks: (1) market analysis; (2) economic and neighborhood impact analysis; and (3) a detailed tax revenue assessment. In addition to increasing the tax base and supporting the local economy, the project will generate several other important public benefits that serve the Anacostia neighborhood and surrounding communities.

Eastern Market Main Street Design Training

Program to Conduct Streetscape & Pedestrian Count Assessments

Jon Stover & Associates was selected as part of a team with Lord Cultural Resources to undertake the Downtown Lake Worth Arts and Culture Master Plan. Overseen by the Cultural Council of Palm Beach County, the Lake Worth Community Redevelopment Authority (CRA), and the City of Lake Worth, the Master Plan aims to leverage a growing local arts scene as a central part of the greater downtown economic development strategy. JS&A conducted a market analysis including demographic projections, a cultural enhancement and economic development strategy, and a detailed implementation plan.

2017 H Street Festival Fiscal and Economic Impact Analysis

H Street Main Street retained JS&A to assess the fiscal and economic impact of the 2017 H Street Festival. The H Street Festival generated an estimated $6.1 million of additional spending along the corridor during the festival. The event generated $2.1 million in salaries and the equivalent of 56 full-time positions in addition to approximately $740,600 in tax revenue for the District.

Nighttime Economy Impact Assessment Best Practices and Strategic Recommendations

Tennessee Retail Summit Training: Tips for Collecting and Interpreting Data

Jon Stover presented at a series of Downtown Retail Summits for the Tennessee Main Street Program in the spring of 2018. His interactive session, titled “How to Collect, Interpret, and Leverage Data,” included a review of applicable data sources, uses, and collection methods and discussed best practices for using data to inform decision-making and bolster program advocacy. Sessions were conducted in three cities over the course of three days: Jackson, TN , Columbia, TN, and Crossville, TN.

Market Analysis and Community Impact Assessment for a Youth Entrepreneur Coworking Space

Youth Entrepreneur Institute (YEI) works with 14 to 24 year old participants through entrepreneurship education, college readiness, character development, and career readiness. Their proposed development of "Spark DC" will expand and enhance learning and workshop space for these participants and provide commercial space for entrepreneurs and unique businesses across the District. Starburst Plaza is located at the intersection of H Street NE, Benning Road NE, Maryland Avenue NE, Florida Avenue NE, and Bladensburg Road NE. H Street Main Street (HSMS) hopes to redevelop the plaza, allowing for new programming and the expansion of current programming such as summer concert series, farmers market, and pop-up events. HSMS retained JS&A to assess the development feasibility of the plaza redevelopment, its anticipated impact on the local community, and it's suitability for city grant funding.

Building Rooftop Renovation

W.S. Jenks & Son is one of the oldest hardware stores in Washington, DC and and its rooftop features four small greenhouses that are currently leased to Cultivate the City – providing access to fresh food through it’s CSA program and education to DC residents. The owners hope to expanded the rooftop garden, allowing for additional skill-building workshops, urban agricultural space, and gardening training programs. JS&A was retained to assess the development feasibility of this proposal as well as its anticipated impact on the local community.

Market Analysis and Community Impact Assessment for the MLK Gateway Redevelopment​​

The MLK Gateway development is a transformative project located across six parcels at the intersection of Martin Luther King Jr Avenue, SE and Good Hope Road, SE. At the time of this analysis, the proposed development program consists of community-serving office and retail space including coworking space and a tech innovation center. JS&A provided a site description; funding gap assessment; employment assessment; grant needs assessment; real estate market feasibility analysis; and marketability assessment for the project.

Market Analysis and Community Impact Assessment for the 1401 Pennsylvania Ave Development  â€‹â€‹

Neighborhood Restaurant Group (NRG) proposes to redevelop 1401 Pennsylvania Ave SE as part of a 13,500 square foot culinary & beverage hub featuring a six stall food hall, chef-driven restaurant, coffee and dessert shop, beer garden, cocktail bar and lounge that will enhance the Hill East portion of Washington DC. JS&A was retained to assess the development feasibility of this "community restaurant clubhouse," its impact on the local and city-wide community, and need and applicability

for the Neighborhood Prosperity Fund Grant.

Retail Market Analysis and Support Strategy for Four New DC Main Street Programs

JS&A was retained by the Department of Small and Local Business Development (DSLBD) to conduct a retail market analysis for the four new Main Street programs in the District of Columbia: Georgetown Main Street; Upper 14th Street and Kennedy Street Main Street; Lower Georgia Avenue Main Street; and Minnesota Avenue Main Street. The purpose of the market analysis is to help each new Main Street program better understand their retail business constituency, identify their most pressing needs and concerns, and learn how the program can play a leading role in helping to address these needs. Based on analysis findings, JS&A developed specific actions each program can take to help support and enhance the local retail environment.

Georgetown Main Street Brochure and Resource Guide

Georgetown Main Street (GMS) was formed in the fall of 2017. JS&A was retained to help the program identify and introduce itself to current and future stakeholders, communicate organizational objectives, connect current and prospective business owners with available resources, and build lasting relationships with its local constituency. The project consisted of two primary tasks (underway): 

• Develop a resource guide to help program leadership and stakeholders understand available business resources.
• Create a marketing brochure articulating organizational goals, programs, partnership opportunities, and more.
